Biographical Information:

Ms. Koonz counsels private and public entities regarding regulatory permitting, regulatory compliance and permitting under federal and state environmental laws.  Her focus is advising clients in the acquisition, development and permitting of complex solid waste, industrial and energy projects.  Ms. Koonz assists clients to minimize environmental liabilities and develop effective permitting and compliance strategies.

In addition to handling traditional aspects of environmental law, Ms. Koonz has developed experience in strategic counseling and enhancing business opportunities through effective relations with regulatory and government entities.  She uses her extensive regulatory, business and scientific background to assist private businesses and public entities in developing and implementing more effective transactional and project development programs.  She has experience in power plant transactions, climate change law, pipelines, solid waste facility projects and permitting of cogeneration and independent power production projects.  Ms. Koonz has broad experience with negotiation of enforcement proceedings and of environmental permit applications with federal, state and local agencies

Ms. Koonz has lectured on environmental and climate change law for industry organizations, the New Jersey State Bar Association and the New Jersey Institute for Continuing Legal Education.  She recently  co-authored an article entitled: New Jersey’s Reaction to Climate Change (New Jersey Law Journal, August 2007).

Ms. Koonz received her A.B. in Geology from Franklin and Marshall College in 1983 and her J.D. in 1989 from Seton Hall University School of Law.  She completed her post-graduate studies in hydrogeology at the University of Pennsylvania in 1985.  Ms. Koonz is a member of the New Jersey State, Pennsylvania State and American Bar Associations.  She served as a member and chair of the New Jersey Bar Association Ethics Committee, Union County Fee Arbitration Division.  Ms. Koonz is a member of the US Geological Society; National Brownfield Association and Philadelphia Clean Water Initiative.
